Reglamento ( RULES )
La Dirección General de Festivales y Eventos Centrales, convoca al VI CAMPEONATO MUNDIAL de BAILE de TANGO que se desarrollará entre el 24 y el 1 de Septiembre de 2008 en la Ciudad Autónoma de Buenos Aires, con ajuste a las presentes
BASES Y CONDICIONES:
REGLAMENTO
La presente edición del Campeonato Mundial de Baile de Tango, comprende las siguientes categorías: Tango Salón y Tango de Escenario para Parejas, (ambos de participación libre, para aficionados y profesionales).
De la Organización
La autoridad máxima del Campeonato -en lo referente a la organización, programación y realización del mismo- es la Dirección General de Festivales y Eventos Centrales, quien se encargará de velar por el cumplimiento de todas las disposiciones del presente reglamento.
La Organización no se hace responsable por los retrasos o imprevistos que pudieran surgir, por cualquier causa, en el momento de la presentación de los diferentes concursantes en las distintas rondas.
La Organización se reserva el derecho de tomar registro de todas las instancias del Campeonato, mediante cualquier tipo de soporte conocido o a conocerse, incluyendo, sin limitar, la filmación, grabación, fotografía, digitalización, por sí o mediante terceros autorizados al efecto, a fin de promocionar y difundir el mismo. Los registros así obtenidos son propiedad exclusiva de la Dirección General de Festivales y Eventos Centrales. La sola inscripción en el Campeonato incluye la autorización expresa e irrevocable por parte de los inscriptos, al uso de los registros realizados, sin que ello suponga, o haga suponer, ningún tipo de pago, por ninguna causa que se pretenda por parte de la Dirección General de Festivales y Eventos Centrales, a favor de ninguna persona u organización que se atribuya potestad sobre los derechos que se pudieran invocar. Esta cláusula incluye también, sin limitar, el material fotográfico que se publique y/o que se disponga para promoción, publicidad, etc.
Todos los participantes del Campeonato se comprometen a tomar parte en los diversos actos y eventos planificados por la Organización, siempre que sean citados a tal fin, como conferencias de prensa, reportajes, entrevistas en radios y televisión de aire o cable, etc.
La Organización será la única con capacidad para disponer el orden de las actuaciones de los participantes y su modalidad, como así también de especificar la cantidad de rondas en las que deberá intervenir cada pareja.
Todos los participantes deberán concurrir para acreditarse en la fecha y horario en que sean citados por la Organización. En ese momento, se les hará entrega del número de orden y se les informará la fecha y hora aproximada de su presentación en las diferentes instancias de la categoría correspondiente.
Los que no se presenten a la acreditación no podrán participar del Campeonato. El retraso sólo será tenido en cuenta por causas de fuerza mayor, debidamente justificadas y con comprobantes, salvo en caso de situaciones generales que se invoquen y resulten de dominio público.
Los concursantes no podrán dar clases (gratuitas o temáticas) ni ser parte de los espectáculos artísticos programados en el marco del presente Campeonato.
La Organización establece como medio de comunicación oficial del evento el sitio de Internet www.tangodata.gov.ar, no excluyendo otras formas de difusión.
De la Inscripción
La inscripción y participación en el Campeonato para ambas categorías son gratuitas. La fecha para anotarse será a partir del 1ro. de Julio y habrá plazo hasta el 22 del mismo mes. Quedando facultada la Organización, a extender dicho plazo, en caso de considerarlo necesario.
Cada interesado en participar del VI CAMPEONATO MUNDIAL de BAILE de TANGO deberá llenar una de las distintas formas de inscripción (en tiempo y modo), que la Organización ha establecido y publicitado, siendo esta la única vía por la que se podrá tomar parte del concurso.
La inscripción podrá hacerse a través de nuestra página oficial www.tangodata.gov.ar o dirigirse personalmente a nuestras oficinas en Av. Roque Saénz Peña 832 6to. Piso, de lunes a viernes entre las 14hs y 18hs. Para mayor información acerca de los modos de inscripción, por favor comunicarse al 0800-333-7848 de 13 a 20 hs.
Podrán inscribirse parejas de cualquier nacionalidad, cuyos integrantes sean mayores de 18 años, cumplidos a la fecha de inicio del Campeonato. Nadie podrá inscribirse dos o más veces en una misma categoría del Campeonato, pero sí podrá hacerlo en diferentes categorías con el mismo o distinto compañero. Cada pareja representará a una ciudad por lo que deberá elegir entre la ciudad de residencia y de nacimiento de uno de sus dos integrantes.
De la Acreditación
Todos los participantes deberán confirmar su inscripción en el momento de la acreditación. Para obtener la acreditación será obligatoria la presentación del documento de identidad que certifique el nacimiento o la residencia de los participantes en la ciudad a la que hayan decidido representar. Además, el documento y la acreditación deberán ser presentados antes de cada instancia de la competencia.
Para la acreditación no será obligatorio que se presenten los dos miembros de la pareja; bastará con que lo haga uno de ellos, portando los documentos de ambos. No se realizarán acreditaciones por medio de terceras personas.
Todos los datos aportados en el momento de la acreditación tendrán carácter de declaración jurada. Cualquier contradicción en los datos, posterior a la firma, será penada por la Organización con quita de puntos, descalificación para concursar o cualquier otra disposición que este organismo decida.
Del Certamen
La competencia en ambas categorías se desarrollará en tres etapas: a) Clasificación, b) Semifinal y c) Final.
a) Clasificación: participarán todas las parejas anotadas para esta instancia. Bailarán dos veces en diferentes días.
b) Semifinal: competirán aquellas parejas surgidas de la etapa de Clasificación y las parejas ganadoras de distintas competencias acreditadas por este campeonato. Bailarán una vez en el día. Para el caso de la Ciudad Autónoma de Buenos Aires, y en la categoría Tango Salón, la misma será representada en las Semifinales por las parejas que resultaron ubicadas entre el segundo y cuarto puesto del VI Campeonato Metropolitano de Baile de Tango, a realizarse entre Mayo y Julio de 2008.
c) Final: intervendrán las parejas seleccionas en la Semifinal. En la categoría Tango Salón, la ciudad de Buenos Aires será representada directamente en la Final Mundial por la pareja campeona del VI Campeonato Metropolitano de Baile de Tango, a realizase entre Mayo y Junio de 2008.
En la categoría Tango Salón las parejas competirán en presentaciones grupales, bailando tres temas, con música grabada o en vivo, elegidos por la Organización.
En la categoría Tango de Escenario para Parejas cada una competirá individualmente bailando un tema que haya escogido que deberá traer en formato CD (2 copias originales en buen estado), no debiendo superar la extensión de cuatro minutos (4’). Dado que el Jurado evaluará la variedad de coreografías exhibidas, se recomienda presentar distintas para cada una de las rondas Clasificatorias, siendo este punto no excluyente.
Del Jurado
El Jurado del VI CAMPEONATO MUNDIAL de BAILE de TANGO será designado por la Organización junto con el asesoramiento de la Asociación de Maestros, Bailarines y Coreógrafos de Tango Argentino (AMBCTA).
En ambas categorías, el Jurado de las rondas clasificatorias y de las semifinales estará compuesto por cinco integrantes. En la ronda final, estará formado por siete.
La Organización está facultada para eliminar de la competencia a los participantes que: a) no cumplan las disposiciones reglamentarias; b) incurran en cualquier falta ética o acto impropio que tienda a empañar la imagen del Campeonato o causar desagrado al público.
Todos los fallos del Jurado son inapelables y de una única instancia. Los participantes, por el sólo hecho de inscribirse, dan por aceptada esta condición.
En caso de cualquier duda o disconformidad, el interesado deberá realizar una presentación escrita, (en español o inglés), a la Organización y no directamente al Jurado, conforme los términos de la Ley de Procedimientos Administrativos (Dec. 1.510/97).
La Organización resolverá debidamente cualquier inconveniente no contemplado en el presente reglamento y establecerá o informará acerca de las normas aclaratorias o interpretativas del mismo que considere necesarias.
En caso de empate o por determinación del Jurado, los concursantes bailarán los temas que sean necesarios para lograr que el mismo tome una determinación final, sin que los participantes puedan negarse a realizar las presentaciones.
Los resultados de cada una de las presentaciones surgirán de la acumulación de puntos, otorgados por cada Jurado en una escala de 1 a 10 de acuerdo con los parámetros descriptos en el apartado siguiente, del total del puntaje asignado, se eliminará el puntaje mayor y menor asignado en esa ronda.
El Jurado deberá elegir, en cada categoría, una pareja ganadora. Además otorgará premios y menciones especiales para el segundo y tercer puesto y estará facultado para realizar otras menciones en la medida en que lo crea conveniente, previa notificación a la Organización.
Del Concurso (Parámetros)
Tango Salón (Libre, Aficionados y Profesionales): La pareja, una vez conformada, no podrá separarse mientras dure la música. Esto significa que no se podrá romper el abrazo, considerado como la posición de danza del tango.
Para que la posición sea considerada correcta, el cuerpo del opuesto de la pareja debe estar contenido, todo el tiempo, por el abrazo del otro, entendiéndose que -en determinadas figuras- esto pueda ser elástico, pero no en toda la duración de la danza.
Todos los movimientos deberán ser realizados dentro del espacio que permite el abrazo entre los que conforman la pareja.
El Jurado tomará en cuenta la musicalidad y el estilo al caminar como puntos fundamentales para la calificación.
Dentro de estos parámetros de observación, se podrán realizar todas las figuras que son de uso popular, incluyéndose barridas, sacadas al piso, enrosques, etc.
Quedan completamente excluidos los ganchos, saltos, trepadas y cualquier otra posibilidad coreográfica propia del tango de escenario.
Las parejas, como en el salón de baile, deberán trasladarse constantemente en el sentido contrario a las agujas del reloj, no pudiendo demorarse en un mismo punto del espacio coreográfico y que esto signifique entorpecer la circulación de la ronda de baile.
Ninguno de los integrantes de la pareja podrá levantar las piernas más allá de la línea de las rodillas.
Tango de Escenario para Parejas (Libre, Aficionados y Profesionales): Se podrá realizar la visión particular que cada intérprete tenga de la danza del tango, entendiéndose por esto que estará permitido utilizar movimientos, figuras y aplicaciones que no tengan que ver con el tango tradicional.
Podrá romperse el abrazo y utilizar técnicas que sean aporte de otras disciplinas de danza, siempre y cuando tengan razón de ser y se realicen en beneficio de la presentación del intérprete.
De los Premios
Cada categoría del VI Campeonato Mundial de Baile Tango tendrá una pareja ganadora o campeona.
El primer premio de cada categoría será de PESOS DOCE MIL QUINIENTOS ($ 12.500,00) en cada caso.
Además, se otorgarán premios y menciones especiales para los segundos y terceros puestos.
Todos los concursantes recibirán el correspondiente certificado de participación en el VI CAMPEONATO MUNDIAL de BAILE de TANGO.
La inscripción y posterior acreditación de cada pareja, supone el conocimiento y aceptación del presente reglamento por parte de cada unos de los participantes del presente Campeonato.
En caso de controversia en la interpretación o implementación del presente Reglamento, los participantes y la Organización deciden someterse a la competencia de los Tribunales en lo Contencioso Administrativo y Tributario de la Ciudad de Buenos Aires, renunciando expresamente a cualquier otro fuero o jurisdicción que por cualquier motivo pudiere corresponderles, y a tales efectos fijan sus domicilios especiales en los indicados en el formulario de inscripción, donde se tendrán por válidas todas las notificaciones que deban cursarse, dejándose establecido que las notificaciones judiciales que deban ser cursadas al G.C.A.B.A deberán ser efectuadas en Uruguay 440, piso 2º, of. 27, conforme lo establece el Decreto Nº 3.758/85 (B.M. Nº 17.540 – AD 280.4), Oficio Judicial Nº 868/CSJN/87, y el Decreto Nº 294/GCBA/97 (BOCBA Nº 168).
The Buenos Aires Office of Festivals and
Central Events, announces the VI TANGO DANCE WORLD CHAMPIONSHIP to be held from
August 24th to September 1st, 2008, in the Autonomous City of Buenos Aires, in
accordance with the following
TERMS AND CONDITIONS:
RULES
The VI Tango Dance World Championship consists of the following categories: Salon Tango and Stage Tango for Couples, (both with unrestricted entry for amateur and professional dancers).
Management
The Championship highest
authority -regarding organization, programming and implementation- is the Buenos
Aires Office of Festivals and Central Events, in charge of guaranteeing the
compliance to all the provisions in these rules.
The Management accepts no responsibility for any delays or unforeseen
eventualities that may arise, regardless of cause, at the moment contestants are
due to perform throughout the different rounds.
The Management reserves the right to record all the Championship performances
throughout all stages, by means of any type of known or unknown medium,
including, but not limited to, filming, recording, photographing,
digitalization, recorded by the management or by third parties with the
corresponding authorization, for advertisement and promotional purposes. The
recorded material obtained is the exclusive property of the Buenos Aires Office
of Festivals and Central Events. By entering the Championship contestants
explicitly and irrevocably authorize the Buenos Aires Office of Festivals and
Central Events to use the recorded material, without it implying any kind of
payment, for any reason, in
favour of any individual or organization that claims
entitlement under any right that may be cited. This provision also accounts,
without restrictions, for any photographic materials published and/or used for
promotion, advertisement, etc.
All contestants
of the Championship commit themselves to participate in the various acts and
events planned by the Management, provided that they are summoned to that
purpose. They may include press conferences, radio interviews, air or cable
television interviews, etc.
The Management will be the only body to stipulate the order and procedure of the
contestants’ performances, as well as specify the number of rounds in which each
couple will participate.
All the participants of the Championship shall be present to collect their
clearance forms on the date and at the time stipulated by the Management. At
that moment, couples will be assigned an order number and the approximate date
and time of each of their performances in the different rounds of their
category.
Those entrants who fail to be present for the clearance will not be allowed to
participate in the Championship. The delay will be excused only in the event of
circumstances beyond the participant’s control, duly justified with some proof,
except for circumstances of public knowledge.
Contestants are not allowed to give (free or thematic) classes, nor can they
participate in the artistic shows scheduled for this Championship.
The Management establishes the web site
www.tangodata.gov.ar
as the Championship’s official means
of communication, without excluding any other means of dissemination.
Entry
Entry and participation in the
Championship for both categories are free of charge. The enrollment starts in
July 1st and the deadline is on July 22nd. The management is entitled to extend
this deadline if it were considered necessary.
All those interested in participating in the VI TANGO DANCE WORLD CHAMPIONSHIP
shall fill out one of the entry forms (in the correspondent manner and at the
stipulated time), that the Management has established and publicized, this being
the only means to enter the competition.
Entries will be submitted through our official web site www.tangodata.gov.ar or in person at our offices at Roque Sáenz Peña 832 6to. Piso, Monday thru Friday from 2 p.m. to 6 p.m. For further information regarding entry forms, please contact 0800-333-7848 from 1 p.m. to 8 p.m.
Couples of any nationality may enter the competition. Participants must be at least 18 years of age by the Championship starting date. No contestants may enroll in the same Championship category more than once. Nevertheless, a participant may enter both categories, with or without the same partner. Each couple will represent only one city, which makes it necessary for the participants to decide on the city of residence or hometown of one of the partners.
Clearance
All contestants shall confirm their entry at the
moment of clearance. In order to obtain their clearance forms, contestants shall
present an identity card to certify that the city they have decided to represent
is actually their city of birth or residence. The identity card and the
clearance form shall also be presented before each stage of the competition.
It is not compulsory for both partners to be present when requesting clearance;
the presence of one of them carrying both identity cards while suffice. No
clearance forms will be given to third parties.
All the information provided on the clearance day will be considered a sworn
statement. Any contradiction in the information, subsequent to the signature,
will be penalized by subtraction of points, disqualification from the
competition or any other measure the Management may consider appropriate.
Competition
Both categories of the competition will consist of
three stages: a) The Qualifying Round, b) The Semifinal and c) The Final.
a) Qualifying Round: all the couples that entered the competition will
participate in this stage. Couples will dance twice on different days.
b) Semifinal: for the couples selected during the Qualifying Round and
the couples that won the various competitions endorsed by this Championship.
Couples will dance once a day. During this stage, in the Salon Tango
category, the Autonomous City of Buenos Aires will be represented in the
Semifinals by the couples that took places two to four in the VI Tango
Metropolitan Championship, to be held from May to July, 2008.
c) Final: for the couples selected in the Semifinal. During this stage, in the
Salon Tango category, the Autonomous City of Buenos Aires will be directly
represented in the World Final by the winning couple of the VI Tango
Metropolitan Championship, to be held from May to June, 2008.
In the Salon Tango Category couples will compete in group performances, dancing
three pieces, either with recorded or live music, selected by the Management.
In the Stage Tango for Couples Category each couple will appear one at a time,
dancing to a song of their choice recorded on a CD format (2 original copies in
good condition). The song must not exceed four minutes of duration (4’). Since
the Jury will take into account the variety of choreographies exhibited, we
recommend that participants present different choreographies, one for each
Qualifying Round, this not being exclusive.
Jury
The members of
the Jury for the VI TANGO DANCE WORLD CHAMPIONSHIP will be appointed by the
Management together with the Asociación de
Maestros, Bailarines y Coreógrafos de Tango Argentino (AMBCTA)
[Association of Teachers, Dancers and Choreographers of Argentine Tango (ATDCAT)].
In both categories, the Jury for the Qualifying Rounds and the Semifinals will
consist of five members. For the Final Round, there will be seven members.
The Management has the authority to eliminate from the competition any
contestants who: a) do not comply with the rules; b) commit any moral offense or
take any inappropriate action that may tarnish the image of the Championship or
may cause displeasure to the public.
There is no right of appeal against the jury's ruling. Each contestant, by
enrolling, corroborates his/her acceptance of this provision.
In case of distrust or disagreement, participants may present a written
statement, (in English or Spanish), to the Management and not directly to the
Jury, in accordance with the terms of the
Ley de Procedimientos Administrativos [Administrative Procedure Act]
(Dec. 1.510/97).
The Management will duly solve any issues not addressed by these Rules. The
Management will also provide all the clarifying or interpretative norms
considered necessary.
In case of a draw or if the Jury determines it necessary, contestants shall
dance the number of pieces the judges consider necessary to achieve a final
ruling. Participants may not refuse to perform.
The final score given to each performance will be derived from the total points
assigned by each member of the Jury, on a scale of 1 to 10, in accordance with
the criteria described in the following clause, previously eliminating the
highest and lowest scores given to each couple upon each round.
The Jury shall
select one winning couple in each category. In addition, the Jury will grant
prizes and honorary mentions to the second and third places and will be entitled
to award additional mentions it considers it appropriate, with prior
notification to the Management.
Evaluation Criteria
Salon Tango (Unrestricted Entry, Amateurs and Professionals): Once a couple is formed, the partners shall not separate as long as the music is playing. This means that the embrace, which is considered the tango dance position, cannot be broken.
For the position to be considered correct, the partners must constantly hold
each other by means of the embrace. Despite the fact that during certain figures
this may be flexible, this should not continue throughout the entire piece.
All movements shall be performed within the space allowed by the couple's
embrace.
The Jury will evaluate the couple's musicality and walking style as fundamental
to the qualification.
Within these guidelines, participants may perform any figure commonly used,
including barridas (sweeps), sacadas al piso
(close to the floor),
enrosques (twists), etc.
Ganchos (leaps), saltos (jumps),
trepadas (climbs) and any other
typical choreographic stage tango possibility shall be completely excluded.
Couples, as in a real dancehall, shall constantly move counterclockwise and try
to avoid remaining in the same place for too long, obstructing the normal
circulation of dancers around the dance floor.
No contestant may raise his/her legs above the knee line.
Stage Tango for Couples (Unrestricted Entry, Amateurs and Professionals):
Participants will be able to express their personal view on the tango dance.
This implies that they may resort to movements, figures and applications not
usually related to traditional tango.
Couples may break the embrace and use additional techniques derived from other
dance disciplines, as long as these are justified and performed for the benefit
of a particular performance.
Prizes
There shall be one winning or champion couple in
each category of the VI Tango Dance World Championship.
The first place in each one of the two categories consists of a TWELVE THOUSAND
AND FIVE HUNDRED ARGENTINE PESO prize ($12.500).
In addition, the second and third places will receive prizes and honorary
mentions.
All contestants will receive the VI TANGO DANCE WORLD CHAMPIONSHIP Attendance
Certificates.
Each participant, by entering and receiving clearance, establishes that he/she
knows and accepts all the Championship provisions stated in this document.
In case of controversy regarding the interpretation or implementation of these
Rules, competitors and the Management agree to be subjected to the jurisdiction
of the Buenos Aires Administrative Litigation and Tax Court. The parties hereby
waive any other venue or jurisdiction that may be applicable for any other
reason. For these purposes the parties establish that their valid legal
residence shall be the one established in the appropriate entry forms. Any
notifications shall be served upon such residence. Furthermore, any legal
notifications that may be served upon the G.C.A.B.A. (Buenos Aires Autonomous
City Government) shall be sent to the following address: Uruguay 440, piso 2º,
of. 27, in accordance with Executive Order No. 3.758/85 (B.M. Nº 17.540 - AD
280.4), Legal Notice Number 868/CSJN/87, and Executive Order No. 294/GCBA/97 (BOCBA
No. 168).
